ms February, No 197/1916, I am directed by the Board of Trade to tranr nit to you herewith, for Mr. Bonar Law's information, ropy of further correspondence which has passed between the Russo-Asiatic Bank and this Department relative to the proposed shipment of the cargo in question from Syracuse to Hongkong in a neutral vessel.
In this connection I am to refer to the letter from this Department No. 0.37195/1915 of the 19th November plative to the shipment in neutral vessels of enery-owned cargo on which British Banke ra have a lien.
